turbocharging an engine is'nt cheap! Now, if you really want to build a turbocharged motor, I would'nt use the olds 403. even though It was once said that, it may have been the best engine, overlooked. it did have problems from the start, like, factory two bolt mains. Now if you were to add a supercharger to this application, their would be a lot on stress down low and could cause catastrofic failure and turbo motors are'nt cheap by far.
I think the best place for you to start is with a good core, and take it from there.

Unless you have an early 403 with solid main webs, like most engines, you will probably find your main webs holding the block together, have big "windows" or openings to lose block weight.  You'll siwant a main cap girdle to gain back strength.

Go with a supercharger, probably a Roots style that sits on top of the block.  The short stroke of the 403--unless you can find one of these big block crank kits rumored about, leading to 480cid--needs some help moving what I assume is a heavy car this 403 came in.  A centrifugal supercharger, unless the plumbing is of small diameter, will be like a large turbo, making more power after 3,000 RPM.

On the flip side, it might be easier to use a centi, just b/c I'm not sure who has a blower manifold for a 403.  Consider Edelbrock heads, simply b/c they are aluminum which will help with detonation...tho your engine probably had 8:1 CR, and so you can turn up the wick a little bit as far as boost is concerned.  that may preclude your need for an intercooler, which is just adding plumbing under the hood.

Turbos can be used with carbs...but the learning curve can be littered with burnt pistons, while you get the fuel curve figured out.  Blowers do the same thing, every time, at the same RPM, so figuring out the fuel curve is easier.
