I have a 460 in my vehicle and I want it to make around 650 hp. What are the best mods to acheive those kind of numbers.Heads,cam,exhaust... Need help

The 460 has a lot of room to grow, a stroker kit to boost the displacement will be the first best step. From there, a good head/cam/intake combo should get you around 650 with no problem.
