i would like to know if its possible to swap the 2.8L V-6 in a 1983 ranger for a 302 V-8? And would it be smoggable in California???

Easily possible.  Transdapt makes the required swap parts and I believe as long as your 302 has all of the required smog parts for an 83 or newer vehicle you should be able to pass.

In the older times, trucks and cars had different emissions equipment, so you'd want a truck 302, computer, etc. These days, I'm not sure...and probably half the DMV doesn't know, either

Advanced Adaptors, I believe, also had a kit.  If your truck has a 5 spd, its a Mitusbishi job that can handle only 200hp...but the automatics were a little bit stronger. Still, I'd take a transmission that was behind the 302.
